Site Speed As an SEO Ranking Factor

In the video above, is an interview with Matt Cutts, a google software engineer.
At the 3min 10s of the video, he mentioned about google considering the speed as a ranking factor. Currently for the non-Ads word users, the CPC that the advertiser pays is partially dependent on the loading time of the landing page.
With the release of Chrome, an extremely lightweight and fast browser, google is indirectly hinting it wants everything to be fast. If you are not aware, google is planning to release an operating system that boots up from the web! It is rumored to be released in late 2010. But no one knows the exact details.

When i use webpagetest.org, my homepage loading time is 15s on a 1.5Mbps DSL line. OMG! Did it load this slow when you are visiting my page? I hope not!
However for the subsequent run, it is reduced to 5s. Probably they loaded some caches in their server, it was reduced to 6s.
When i used websiteopimization, it took around 10s on a 1.44Mbps T1 line.
